قضیه ی کندورسه و دموکراسی معرفتی: یک ارزیابی روش شناختی

چکیده

 


یکی از مسائلی که همواره اندیشمندان مختلف درگیر آن بوده ­اند، تلاش برای اثبات روش درست دستیابی به تصمیم صحیح و به واسطه ­ی آن نظام سیاسی ایده­آل است. یکی از این تلاش­ها توسط مارکی کندورسه و در طرفداری از دموکراسی صورت گرفت که به قضیه­ ی کندورسه مشهور شد. این قضیه که از شکلی ریاضی برخوردار است، معتقد است بر اساس قانون اعداد بزرگ با فرض احتمال بالای پنجاه درصد برای دستیابی هر فرد به تصمیم درست، با افزایش تعداد رای دهندگان، احتمال دستیابی به تصمیم درست توسط جمع زیاد به سمت صددرصد میل می کند. با این حال، این قضیه بر مفروضاتی استوار بود که به تدریج زیر سؤال رفت تا اینکه در دهه­ ی 1950 دوباره مطرح شد. این امر مصادف با ظهور اندیشه دموکراسی معرفتی بود که موجب طرح مسایل جدیدی گردید. مقاله­ی حاضر می­کوشد با بررسی وجوه مختلف قضیه کندورسه نشان دهد که آن تا چه حد توانسته است به حل مشکلات روش شناختی و نظری این نوع دموکراسی کمک کند. فرضیه­ ی ما این است که این شکل از دموکراسی با وجود تایید دو مفروض اساسی قضیه کندورسه که صورت کلاسیک قضیه قادر به اثبات آن نبود، برخلاف گذشته اثبات این دو مفروض نشان می­دهد با همان قاعده­ ی اعداد بزرگ اکثریت لزوماً مصون از خطا نیستند و برای اخذ تصمیم درست می­بایست اصول و قواعد مبنایی را پذیرفت که نخبگان پس از مشورت آزادانه ارائه می کنند.

One of the issues that different scientists always face is to prove the correct method for achieving the correct decision and, thus, an Ideal political system. In this regard, one of the major efforts is of Marquis de Condorcet known as Condorcet Theorem. This is in favor of democracy and has formulated in a mathematical form. Given to the law of large numbers and assuming a high probability of fifty percent for each individual to make the right decision, it believes that the likelihood of the correct decision by a large numbers is desired to hundred with increasing the number of voters. However, it was based on assumptions that gradually were questioned until it was reignited in the 1950s. This coincided with the emergence of the idea of epistemic democracy that gives rise to new problems. To examine various aspects of the Condorcet Theorem, this article makes an attempt to show the extent to which it has been able to help solving the methodological and theoretical problems in this kind of democracy.
