نظام بین الملل و ژئوپلیتیک جدید خاورمیانه

چکیده

این مقاله در دو سطح تحلیل سازماندهی شده است: ساختار قدرت سیاسی و اقتصادی در نظام بین­الملل جدید و سپس پی­آمدهای این ساختار بر تحولات زئوپلتیکی خاورمیانه. فرضیه مقاله مطرح می­کند که: خروجی­های ژئوپلیتیک خاورمیانه عمدتاً تحت تأثیر اختلافات، رقابت­ها و تفاوت­های کشورهای قدرتمند خاورمیانه است ولی در عین حال رقابت­های جهانی و اروپایی آمریکا و روسیه، قطب­های موجود خاورمیانه­ای را تقویت می­کنند، بیشتر در پی مدیریت اختلافات هستند تا حل آنها، از ساختار دو قطبی برای فروش اسلحه و تعادل اقتصادی بهره برداری می­کنند و به عنوان اهرم در تشدید یا کاهش اختلافات فیمابین، استفاده می­کنند. مقاله چارچوب نظری رابرت کی گن (Robert Kagan) را اتخاذ می­کند که بر اساس افزایش اهمیت جایگاه و نفوذ سیاسی در کنار تعاملات اقتصادی در نظام بین­الملل بحث می­کند. مقاله از وضعیت جاری اقتصاد آمریکا، اهداف نوین روسیه، میراث عملکرد سیاست خارجی اوباما و سیستم انگیزشی اسراییل در قالب­بندی ژئوپلیتیک جدید خاورمیانه
بهره­برداری می­کند. در نتیجه­گیری، مقاله به ظهور یک سیستم دو قطبی در خاورمیانه اشاره کرده که با ائتلاف­های منطقه­ای و بین­المللی خود در پی تقابل و تضعیف یکدیگر هستند. تداوم این سیستم دو قطبی تابع امکانات مالی بازیگران منطقه­ای از یک طرف و نتایج مذاکرات آمریکا و روسیه پیرامون اختلافات دو جانبه و اروپایی یکدیگر خواهد بود.

This paper has been organized in two interpretation levels: structure of political and economic powers in new international system and the consequences of this structure on the geo-political developments of the Middle East. The hypothesis is that geo-political outputs of the Middle East are significantly affected by the disputes, rivalry and differences of powerful states, but the international competitions among European countries, America and Russia reinforce the existing polarity. Trying to manage the conflicts rather than to solve them, these countries take advantage of this polarity to sell their military weapons and to reach economic balance. Theory of Robert Kagan constitutes the theoretical framework of the study discussing the importance of position, political influence and economic transactions in international system. The paper takes into considerations the current economic status of America, modern goals of Russia, foreign policy legacy of Obama and motivational system of Israel in the new geo-political framework of the Middle East. The study concludes the emergence of a bipolar system in the Middle East in which the countries are going to weaken each other through regional and international coalitions. Continuation of this bipolarity depends upon the financial facilities of the regional actors, in one hand, and the result of America – Russia negotiations regarding their bilateral and European disputes.
