Today, only 23.33 per cent of all national parliamentarians are women and 10 women are serving as Head of State and 9 as Head of Government worldwide. In Iran, 17 women were elected to be present in the 10th Islamic Consultative Assembly in 2016. If growth at this level is maintained, we can expect that Iranian women parliamentarians will achieve parity with men 60 years from now. Multiple factors have contributed towards this situation, including social structural and institutional barriers, but what is the role of political culture in this process? Do the attitudes towards women as parliamentarians play a significant role in hindering their empowerment? Hypothesis of this study are (a) traditional attitudes are a major barrier to the election of women to parliament; (b) culture continues to prove a significant influence on the proportion of women parliamentarians; and (c) cultural barriers have been fading among younger generation as a result of modernization. The data for this research are provided from parliamentary survey study and qualitative interviews with political activists regarding their cultural attitudes towards gender equality. The conclusion showed that although the alter of deep-rooted attitudes towards sex roles may facilitate the process of introduction of more women to the Islamic Consultative Assembly, the combination of cultural change in conjunction with institutional reforms will hold considerable promise that can accelerate the move towards a more optimistic scenario before next 60 years}, keywords = {Gender Equality,the Politics of Presence,Iran’s Islamic Consultative Assembly,Cultural – Social Attitudes,Institutional Reforms}, title_fa = {تحلیل فرهنگی سیاست حضور زنان در مجلس شورای اسلامی ایران}, abstract_fa = {یک مشکل اساسی در فرآیند دموکراتیزاسیون حضور کم‌رنگ برابری جنسیتی در سطح رهبری سیاسی و در جایگاه‌های تصمیم‌گیری و تصمیم‌سازی در سطح جهان است. امروزه، نمایندگی زنان در مجالس قانونگذاری سراسر دنیا به طور متوسط 23.33 درصد (IPU, 2017) است و 10 زن در جایگاه ریاست‌جمهوری و 9 زن به عنوان نخست‌وزیر در سطح جهان خدمت می‌کنند (UN, 2017). در ایران، در انتخابات سال 1394، 17 زن توانستند به دهمین دوره مجلس شورای اسلامی راه یابند. اگر نرخ رشد زنان در هر دوره در همین سطح حفظ شود، می‌توان انتظار داشت زنان 60 سال دیگر به برابری در پارلمان ایران دست یابند. عوامل متعددی به عنوان مانع در دستیابی به این موقعیت عمل می‌کنند که می‌توان در میان آنها به موانع ساختاری و نهادی اشاره کرد. اما نقش فرهنگ سیاسی در این فرآیند چیست؟ آیا نگرش جامعه نسبت به حضور زنان به عنوان نماینده مجلس نقش مهمی در جلوگیری از توانمندسازی آنها ایفا می‌کند؟ فرضیه‌های این مطالعه عبارتند از: (الف) نگرش‌های سنتی یک مانع مهم برای انتخاب زنان در مجلس به شمار می‌روند؛ (ب) فرهنگ نفوذ و تأثیر عمده‌ای بر نسبت زنان نماینده دارد و (ج) موانع فرهنگی در میان نسل جوان در نتیجه فرآیند مدرنیزاسیون و تغییر ارزش‌ها در حال کم‌رنگ شدن است. برای تحلیل این گزاره‌ها از روش کمّی پیمایشی با ابزار پرسشنامه و روش کیفی مصاحبه نیمه‌ساختاری عمیق استفاده شد. به این ترتیب، یافته‌های غنی پیرامون نگرش فرهنگی فعالان سیاسی نسبت به برابری جنسیتی به دست آمد. نتایج نشان داد گرچه تغییر نگرش‌های عمیق و ریشه‌دار نسبت به نقش‌های جنسیتی به احتمال زیاد فرآیند راهیابی تعداد بیشتری از زنان به مجلس شورای اسلامی را تسهیل خواهد کرد، اما اگر این تغییر سنت‌ها همراه با اصلاحات نهادی باشد می‌تواند فضایی را برای دستیابی به یک سناریوی خوش‌بینانه‌تر پیش از 60 سال آینده فراهم کند.}, keywords_fa = {برابری جنسیتی,سیاست حضور,مجلس شورای اسلامی ایران,نگرش‌های فرهنگی ـ اجتماعی,اصلاحات نهادی,فرهنگ سیاسی}, url = {http://www.ipsajournal.ir/article_302.html}, eprint = {http://www.ipsajournal.ir/article_302_00275066e8520f6505f71ac87f8ab193.pdf} }
