The change of this system and transition to the democratic system during 1989-1999 is among the important events of the final decade of the twentieth century. The Institutionalized violence of the apartheid system looked infinite but the direction of changes and the establishment of de Klerk’s government (1989-1994) and Nelson Mandela (1994-1999) revealed the necessity for peace-building in the vengeance thirsty damaged society of South Africa. How did the peace-building became possible in this society with its transitional justice mechanisms? In order to find the reasons behind the political change in South Africa the present article makes use of Gidenz’s theory of structuration (structure interaction-functionality) emphasizes the hypothesis that peace-building in the transitional justice (permanent coexistence after peace) through highlighting “forgiveness instead of revenge” resulted in the transition from apartheid to the democratic government from 1989-1999. The findings of the study shows the role of leaders and agencies, the type of performance of the commission for truth and peace with the priority of damage compensation instead of punishment and choosing stable peace instead of realization of criminal justice.}, keywords = {Apartheid political system,peace-building,democratic order,the strategy of forgiveness instead of revenge,South Africa}, title_fa = {تحول در نظام سیاسی آپارتاید در آفریقای‌ جنوبی و صلح‌سازی؛ بخشش یا انتقام؟ (1999-1989)؛ (آموزه‌هایی برای جامعه ایران)}, abstract_fa = {چکیده ‌سفیدپوستان در آفریقای جنوبی از سال 1948 به مدّت 46 سال، نظام سیاسی مبتنی بر تبعیض نژادی را بنیاد نهاده و پیوسته آن را بازتولید کردند. تغییر این نظام و گذار به نظم دموکراتیک طی سال‌های ۱۹۹۹ـ ۱۹۸۹ از رویدادهای قابل تأمّل در دهه پایانی قرن بیستم است. درحالیکه خشونت نهادینه در نظام آپارتاید، پایان‌ناپذیر به نظر می‌رسید؛ اما سیر تحولات و روی کار آمدن دو دولت «دی‌کلرک» (۱۹۹۴ـ ۱۹۸۹) و «نلسون ماندلا» (۱۹۹۹ـ۱۹۹۴) ، ضرورت صلح‌سازی در جامعه‌ای آسیب‌دیده و تشنه انتقام را آشکار کرد. سؤال پژوهش: چگونه صلح‌سازی با سازوکارهای عدالت انتقالی در این جامعه امکان‌پذیر شد؟ مقاله حاضر، در تبیین تحول سیاسی در آفریقای‌ جنوبی، با کاربست نظریه «ساخت‌یابی»‌ گیدنز (تعامل ساختار‌ـ عاملیت) با استفاده از روش پژوهش توصیفی ‌ـ تبیینی بر این فرضیه تأکید دارد که صلح‌سازی در عدالت ‌انتقالی (همزیستی پایدار پس از آشتی) از طریق برجسته‌سازی «بخشش ‌به‌جای انتقام» به گذار از آپارتاید به دولت دموکراتیک در سال‌های ۱۹۹9-19۸۹ منجر شد. یافته‌های پژوهش، نشان از نقش‌آفرینی رهبران و نهادها، نوع عملکرد کمیسیون حقیقت و آشتی با اولویت جبران خسارت بر مجازات و برگزیدن صلح پایدار به‌جای تحقق شکلی عدالت کیفری دارد. تقویت روح مصالحه در زیست سیاسی و اجتماعی، تسهیل‌ در شکل‌گیری نظام حزبی، تحکیم رقابت و مشارکت سیاسی و اصلاح ساختاری و نهادی، آموزه‌های ارزنده این واکاوی برای ایران کنونی هستند.}, keywords_fa = {آپارتاید,صلح‌سازی,نظم دموکراتیک,بخشش به‌جای انتقام,آفریقای جنوبی}, url = {http://www.ipsajournal.ir/article_372.html}, eprint = {http://www.ipsajournal.ir/article_372_2dcf225f72684c1eab399977c4f28398.pdf} }
