Abstract

The aim of this article is to examine the impact of political factors on enforcing the fifth development plan in Iran. The initial hypothesis is that the main factors affecting the enforcement of fifth development plan in Iran is divided into two dimensions: political dimension and management-technical dimension. Each dimension includes various factors which are derived from theoretical framework and exploring interview with executives and experts of the plan that play a crucial role in enforcing the plans. The hypotheses were tested by questionnaires and the results of proposed model validity accompanied by factor analysis for identifying main factors indicated that most of presumed factors have a key role. This enforcement research studies political factors’ impact on enforcement policies given other components of enforcement.
