Pathology of the system's general policies in the field of national identity and solidarity

Abstract
The general policies of the Islamic Republic of Iran in the area of "national identity and solidarity," which are determined by the Leader in accordance with Article 110 of the Constitution and after consultation with the Expediency Discernment Council, have an extralegal status and act as a superior document guiding the country's laws and programs. However, despite nearly two decades since these policies were announced, evidence indicates a gap between the outlined goals and the objective results in society. This research aims to systematically identify and analyze the challenges and obstacles to implementing the system's general policies in the field of national identity and solidarity, focusing on presenting a model of structural, managerial, and identity damage. This study was conducted using a qualitative method and a grounded theory approach by Strauss and Corbin. The required data was collected through in-depth semi-structured interviews with14 experts and scholars in the fields of political science, law, sociology, and human geography. The research findings show that the main problem is rooted not in the lack of policy, but in a deep implementation gap. This gap is the product of a combination of three categories of structural (centralized), managerial (uncoordinated and non-participatory), and ideological (uniform) factors. This research provides an analytical model for understanding the roots of identity policy failures that can serve as the basis for future reforms.
