Evaluating the impact of biometric technologies on the quality of state governance (with emphasis on Iran)

Abstract
In recent years, biometric technologies have been preferred over other methods due to their advantages in the automatic identification of people. At the same time, the use of biometrics also raises concerns about privacy. In fact, it can be said that biometric technologies have become a new arm and tool of the states in the field of governance. While this new tool can improve the state's security, it has also brought concerns. Currently, the most worrisome area where biometric technologies are growing rapidly is the border of countries. One of the most basic and obvious functions of the modern state is to protect the physical borders of the country and prevent the entry of unauthorized citizens and undesirable elements. These citizens and undesirable elements can be illegal immigrants, terrorists, and people with infectious diseases or smuggled goods. By developing biometric tools, states are expanding their governance tools to better control and monitor their citizens and surrounding borders. This research is descriptive-analytical in terms of nature, and in terms of the method of collecting data and documentary information, it is a survey, in which the opinions of 84 experts were used in the survey section. The results of the research show that biometric technologies have an effect on the quality of government governance from four security, political, communication and legal perspectives, among which the security component of governance is much more prominent.
