The impact of ideology on the checks and balances system in the political system of the Islamic Republic of Iran

Abstract
The balance of supervision over political power is one of its important features; through this, the “control of power with power” will be achieved. If the balance in supervision [over political power] is disrupted, a portion of power, by dominating other institutions, effectively removes political power from its legality. Based on this premise, this paper, while acknowledging the ideological nature of the Islamic Republic system, employs a descriptive-analytical method to seek an answer to the question of what specific impact the particular nature of the Islamic Republic system has had on the supervision over political power. This research explores the bottlenecks of power within the [Islamic Republic] system and analyzes the confrontation between elected and appointed institutions regarding their supervisory competencies and, more importantly, how these competencies are exercised. Thus, the ideological characteristics have led to a distribution of supervisory competencies in the constitution, interpretations arising from it, and the governance practices of authorities, tilting the balance of political power in favor of appointed institutions. On the other hand, elected institutions have had limited success in countering the power of appointed entities. This issue, by jeopardizing important principles of public law such as the rule of law and supervision over power, has obscured the system's image as a "republic."
