همسویی سازمان همکاری اسلامی با عربستان سعودی برای مقابله با ایران در بحران یمن (2019-2015)

چکیده

جنبش حوثی ها از دهه نود سده پیشین، فعالیت های خود برای احقاق حقوق قومی مذهبی در یمن آغاز کرده بود ولی به دنبال وقایع بهار عربی و به طور خاص ازسال 2015 که یمن درگیر جنگ داخلی فراگیر شد، جنبش حوثی ها تحت حمایت سیاسی ایران تبدیل به یک بازیگر اصلی درصحنه معادلات یمن و منطقه گردید.
حوادث پی در پی در این کشور به ویژه جنگ داخلی و حضور نیروهای ائتلاف به رهبری عربستان سعودی بحران های انسانی گسترده ای را در این سرزمین فقیر رقم زد. طبیعتا انتظ ار می رفت سازمان همکاری اسلامی با ورود به موضوع ، بحران را به نحوی انسانی و عادلانه تحت کنترل درآورد تا جلوی خونریزی و بحران های عظیم انسانی نزد مسلمانان گرفته شود.
اما با گذشت نزدیک چهار سال، به نظر می رسد که سازمان همکاری اسلامی نقش موثری و حتی حداقلی را برای حل این بحران ایفاء نکرده است و بجای استقلال در سیاست ها، سایه مواضع و سیاست های یکجانبه عربستان سعودی بر بدنه این سازمان بین المللی علیه حوثی ها و ایران سنگینی می کند.
آیا سایه سنگین مواضع و سیاست های عربستان سعودی علیه حوثی ها و ایران ،بر پیکره نظام تصمیم گیری این سازمان بین المللی حاکمیت داشته است.؟
در این نوشتار مواضع اجلاس سران، اجلاس وزرای امورخارجه ، و سایر نهادهای مرتبط و مواضع دو دبیر کل سازمان، استخراج، تخلیص، بررسی و تحلیل شده است.
روش این تحقیق ،تحلیل محتوای اسناد و تکیه کامل بر اسناد سازمان می باشد.

چکیده [English]

The Organization of Islamic Cooperation is the second largest intergovernmental organization after United Nation in terms of membership and is mantle of collective voice of the Muslim world. The OIS is supposed to safeguard and protect the interests of the Muslim world in the spirit of promoting international peace and harmony.
This article mainly focuses on the role of OIC in ongoing conflict in Yemen.
Nowadays, the Houthis play an outstanding role in the Yemeni political and regional equations. Since the start of Saudi-led airstrikes, Muslim countries have been asking OIC to intervene as mediator for bringing peace and normalcy in Yemen. It is a historic opportunity for OIC for de-stigmatizing itself of being a moribund organization.
The article examines the heavy shadow of Saudi Arabia`s intentions on the positions of the Organization of Security Cooperation to counter Iran's influence in Yemen (2015-2019)
How can we assess the policies and the positions of OIC on this very important case? If is the OIC manipulated or affected by the policies of Saudi Arabia?
The context analysis is opted as methodology and due to its up-to-date and rich documented literature; it enjoys a distinct label in comparison of previous and old works.
