Abstract

The paradigm of developmental state and its comparison with the type of government and policies pursued by the Iranian governments in the constitutional and Pahlavi periods can help us to explain situation of Iran's political economy and to some extent significant differences in development levels of the different regions of Iran and the overlap of these differences with identity gaps in this period. Iranian governments have not been developmental and by creating trade monopolies and a heavily backed industrial sector, extract wealth generated at community and concentrate it in the hands of members of the dominant coalition to redistribute these resources in addition to revenue of underground resources in the form of concessions and high-paying jobs for their supporters to reproduce the existing low-level balance. The response of the dominant elites of society and their organic intellectuals to the backwardness of the country against the West, have shaped the contemporary history of this country and the salient features, form of government, approaches and governance of different governments and politics in general in Iran for past century and half.
