Abstract

The process of national development in the Islamic Republic of Iran, despite the passage of decades of policy-making and development planning, still faces various bottlenecks in the field of economy, politics and culture. The formation of a problematic development situation and the mutual influence of the mentioned challenges on each other has made the issue of development intervention and policy-making in the Islamic Republic of Iran risky. Continuation and deepening of problems such as high unemployment, low economic growth, inadequate per capita income, double-digit inflation, and the widening of the class gap in the I.R.I indicate that achieving balanced national progress in the light of the adoption of approaches, programs and various developmental measures that have taken place in recent decades are still lagging behind. The question of the present article is why the process of national development in the Islamic Republic of Iran has become more complicated, despite the formulation and implementation of various developmental programs? The research hypothesis is that the formation of a difficult developmental situation in the Islamic Republic of Iran is the result of the dominance of the political over politics in the process of formulating and implementing developmental plans. In the present study, a descriptive analytical method based on the theoretical foundations of Carl Schmidt has been used to conceptualize the variables affecting the rupture of developmental programs in the Islamic Republic of Iran.
