Purpose: The expansion of information and communication technologies (ICTs) has transformed political communication and electoral governance. Iran's Fourteenth Presidential Election, held following an early election, marked a turning point in the use of digital media for election campaigns, candidate–citizen interaction, public opinion formation, and information dissemination. This study examines the role of digital media in transforming electoral governance through a case study of this election.
Methodology: This applied qualitative study employs the case study method. Data were collected from official electoral documents, legal and regulatory sources, reports of responsible institutions, and relevant academic literature. The data were analyzed using thematic analysis. The theoretical framework is based on the theories of the Network Society, Network Governance, the Hybrid Media System, and the Public Sphere.
Findings: Digital media have facilitated a gradual shift in Iran's electoral governance from a centralized model to a more networked and participatory one by accelerating information flows, expanding interaction among candidates, electoral institutions, and citizens, enhancing political participation and transparency, and strengthening the digital public sphere. However, misinformation, competing narratives, political polarization, and regulatory challenges remain significant consequences of this transformation.
Originality and Conclusion: The study proposes an integrated framework for analyzing electoral governance and comparatively examines Iran's 2017, 2021, and 2024 presidential elections. The findings indicate that effective use of digital media, supported by media literacy, transparency, and appropriate policymaking, can improve electoral governance and strengthen public trust in electoral processes.
