تجدید توازن: استراتژی کلان ایالات متحده در دوره اوباما

چکیده

در حالیکه معمولا گفته میشود که دولت اوباما فاقد هرگونه استراتژی در سیاست خارجی خود است این نوشتار با بررسی متغیرهای داخلی و خارجی موثر بر شکلگیری محیط استراتژیک دولت ایالات متحده، استدلال میکند که دولت اوباما تلاش کرده در چارچوب یک استراتژی منسجم عمل کند. در واقع، اگرچه سیاست خارجی دولت اوباما در نگاه اول پراکنده و غیرمنسجم تلقی میشود اما قرار گرفتن در دوره ریاضت اقتصادی و دوره گذار نظام بینالملل الزامات رفتاری را بر سیاست خارجی واشنگتن تحمیل میکند که با داشتن نگاهی عمیقتر میتوان منطق راهبردی بنیادین رفتارهای سیاست خارجی دولت اوباما را درک کرد. به عبارت دیگر، این نوشتار به دنبال چیستی و علل شکلگیری استراتژی کلان ایالات متحده در دوره اوباما است. این پژوهش با استفاده از چاچوب نظری رئالیسم نئوکلاسیک استدلال میکند که تجدید توازن در مولفههای قدرت آمریکا مهمترین مفهوم راهبردی شکلدهنده مجموعه اقدامات دولت اوباما در عرصه سیاست خارجی بوده است.
